Nia is marked as romanceable in the social menu but cannot be confessed to at the moment, Logan is not yet implemented as a befriendable and romanceable character, and Jane is not an existing character in the game at all. Most romanceable characters can be recognized by having a relationship gauge denoted by hearts in the Social tab in the Menu. Developers stated that romance candidates in My Time at Sandrock will have their own stories to make them more individual.
